Using PostgreSQL... no guide?

In the docs it says to use hyperf/database-pgsql package for the driver. i go to that package and there is zero documentation. no examples of config blocks. nothing.

I installed the driver and copied the pgsql config block from a laravel install. it now uses the driver, but when i try to run a query i get SQLSTATE[08006] [7] Connection refused Is the server running on that host and accepting TCP/IP connections? so its not using the config i think. Has anyone else gotten the driver to work?
