Start/Stop times in query params

Query params should support start/stop times to timebound requests.

Currently, the FireFly explorer has very limited time filtering capabilities. It only allows the user to select the relative time range of the last hour, 24 hours, 7 days, or 30 days. Replacing that with a full date/time range picker component is desired.

Currently material ui has date/time picker components, but they don't quite meet the requirements straight out of the box. Something like grafana provides (see picture below), with relative time ranges and the ability to provide custom absolute ranges is the end goal.
