Right now, Cookie and SetCookie are just strings. Should they expose the various attributes (e.g. Expires, Domain &c.)?

Yea, they should become stronger types.

• Cookie should be like a key-value map. The Cookie header only ever contains optionally semi-colon delimited key=val pairs. The extra attributes are never sent back to a server.
• SetCookie should probably be some iterable for the fuller cookie attributes, like Expires, Domain, etc.
