Offline Custom Tools

Would it be possible to define/use tools that the LLMs can use in an offline state?

"Tools must use Hugging Face Gradio Spaces as we detect the input and output types automatically from the Gradio API."

Is there any reason that the tools can't be hosted locally with the same ability for the LLM to use?
