It is possible that radar gets back information of SONAR by basing itself on the affectation ?

SONAR allows to assign a issue for one person specify (person who created this issue).
RADAR allows to get back the set of the issues.
It would be possible that RADAR shows the issues of the specify user and not all the issues of the project ?
