[BUG] Toolbar Misalignment #7966

1. Steps to Reproduce:

In the textbox write a long text (enough to make it scrollable).
Double-click a word to trigger the formatting toolbar.
Observe the toolbar's positioning relative to the textbox.

2. Expected Behavior:

The toolbar should remain aligned with the textbox even after scrolling.

3.Actual Behavior:

The toolbar appears in the correct position initially but moves far above the intended position when scrolling.
