Hackage Shouldn't Rewrite to Missing Docs #560

When we hit a link like http://hackage.haskell.org/package/concurrent-split/docs/Control-Concurrent-Split-MVar.html if the doc isn't built yet we should redirect not to the latest, which doesn't exist, but the last which does. This would work better with a warning banner as per #198
