Move permissions to site's header

User Story

When in markdown Edit only mode, any note's permissions do not display to modify. It would be better to include it in the site's header menu. So that it is available in each of the three modes and scrolling.

Just to add the idea - I think it could also be a sub menu in the # Online button at the top right as people would naturally associate users/permissions and having 1 button would declutter. Seeing both together in one drop down could be minimal (*but maybe too much so that it wouldn't work).

as it adds too much scrolling if more than ~10 on mobile or ~15 users on desktop. A split dropdown menu maybe, but not worth the CSS headache. 👍 as you mocked it up ^ - its own dedicated pull down button in the menu would work best for most for now.
