Restart farmer if no partial proofs for pools have occurred over a period of time #1004

Describe the request
It seems that the farmer get's "stuck" after some time for Chia, and it's unclear what is causing this.

Because partial proofs for pools are recorded in the db, the request is to monitor that, and periodically restart the farmer.

Additional comments
I have a PR that I'm submitting, however I have not spent any time testing it, feel free to change it.
