Changing the Changelog format

What do you think about changing the Changelog format to:

<version>
new linters:
   * foo
   * bar

updated linters:
  * abc
  * xyz

misc|docs|any other sections:
  * ....

right now it is hard to find what changes are related to what version.

We can start using new format from next version and don't change the current Changelog (too much work)
