[teams] strange behavior when changing the Gitpod GitHub app config

Bug description

I just tried to change the watched repos of the Gitpod-Staging GitHub app, switching from all in the org to just specific ones.

1. It brought up the "Install GitHub App page in Gitpod

2) Clicking on "Install App" resulted in a "Failed to Install" modal

In the end, the result was as expected, but the UI flow was more than confusing. I think the entire flow should not have popped up at all.

Steps to reproduce

• Open a repo with the Gitpod GitHub app installed on GitHub
• Go to Settings > Integrations
• Select the Gitpod app and change the active repos
  -> the UI flow to install the app starts, even though it's already installed
