Description
Violators often use a dedicated domain to create multiple user accounts which breach our Terms of Use. To block them we endup running a mysql command to block that domain. This leads to excess permission grants to the administrator of gitpods.
Instead I propose that admin dashboard has a button which allows us to block a domain from the UI.

Supportive of this. As well as exposing a ban subdomain option can we also please do an initial import of banned domains from one of the many lists available such as https://gist.github.com/nocturnalgeek/1b8fa44283314544c487
