[local-app] prompt SSH session with how control via gp

When users SSH into the workspace they should be greated with a prompt telling them how to connect to their existing tasks and terminals (e.g. using gp). We should also enrich gp to allow control of tasks, ports and so on.

It is dev time cli, we should not surface it to users. We should add new commands to gp cli, but first it should be designed by product managers. cc @loujaybee @svenefftinge
