Improve usage attribution in workspace start

Problem to solve

Following up from #11777, in parallel with the improvements needed for the usage attribution interaction in user settings (#11498), improvements are also needed during workspace start. Cc @jankeromnes @geropl

Possibly the same elements can be reused in both places and can be tackled at one step, but breaking this down into a separate MVC issue for better planning.

This is reusing the same components to be added in #11498 (comment) as a skateboard. 🛹

Things to consider:

1. Skipping the required confirmation with the Continue button.
2. Updating the copy used.
3. Using this design will not scale well on some edge cases (see Improve usage attribution in user settings #11498 (comment)) but reusing the same components from the billing account section will help us iterate faster.
