Improve spending limit alert notification

Problem to solve

Following up from #11556, the alert notification introduced could be improved in the following ways:

1. Update copy bringing in clarity for the spending limit. Maybe add a help link to docs if needed.
2. Provide a clear call-to-action (CTA) for users who see this alert.
3. Consider persisting the alert by making it non-closable.
4. Consider persisting the alert on all team-related pages and workspaces page.
