Copilot CLI MCP config should be shared with VS Code #926

Describe the feature or problem you'd like to solve
Copilot CLI should already know about MCP servers I've installed for GHCP in VS Code. I shouldn't have to type /mcp add and fill in the config manually
Proposed solution
Sharing MCP server configs with the GitHub Copilot VS Code extension would make for a more seamless transition between using Copilot in VS Code and via the CLI interface. This could improve user adoption and retention for the CLI.
