Why copilot is stupid than the Claude Code with the same model Opus 4.5? #891

Describe the bug
After compared with Claude Code and Copilot for about 2 months, it looks like Opus 4.5 of Copilot is stupid then Claude Code with both Opus 4.5 and Sonnet 4.5.
No plan mode, some time do strange things. ....
But why?
