Unable to initialize in Copilot CLI

Describe the bug

I'm getting this error when I try to run the /init command, even though I'm told my Copilot CLI permissions look correct:

You are not authorized to use this Copilot feature, it requires an enterprise or organization policy to be enabled.

Previously it would just say "Failed to load models", as I was gathering info to create this bug the error switched to "You are not authorized..."

Affected version

GitHub Copilot CLI 0.0.411.

Steps to reproduce the behavior

1. Start the Copilot CLI
2. Run /init
