Builds hang on scale up failure

When there is no instance capacity, scale up hangs CI builds

Have you more than one available instance type in your list? If there is no availability of a single instance type, it will just keep trying to claim that instance type (Which could be not available for a long time). I am not sure of your deployment but we get these errors all the time and the code in the scale-up lambda will just try another instance type that its allowed to try.
