Disable "ask to set upstream on push" by default

I think, it's reasonable to default to not to ask to set upstream on push by default

Some thoughts on this is that NSAlert has a behavior for persistent choices. I would prefer that to be used and a general reset button in preferences to nuke the saved preferences of any of those panels.
