Soporte para cargar ficheros REGANECUQH #49

Objetivo

Implementar el modelo, el "parser" y el "adapter" para poder importar ficheros de liquidaciones REGANECUQH.
Implementar tests para REGANECU y REGANECUQH.
Extra: Los nombres de ficheros MHCIL, MEDIDAS y REGANECU no tienen que ser tan estrictos para ser detectados por el "parser", para que se puedan importar ficheros ZIP sin tener que forzar el nombre.

El fichero REGANECUQH publica los registros de anotaciones en cuenta en formato cuartohorario.
