Add advanced data scrubbing configuration to the API

The current API doesn't support server side data scrubbing configuration on an organization. So the only way now is ClickOps'ing it.

We would like to configure the advanced data scrubbing rules by using the organization API for automation purposes.

@sentaur-athena The Sentry API. We would like to configure the data scrubbing rules on the organization using the API so we can keep all configuration as infra-as-code.

Currently this can't be done looking at the Update organization reference.
