Migrate ossrh nexus publications to the new central repo for maven

For the moment we're going to be using the ossrh-staging-api, but eventually we should migrate to the new APIs from the central repository. This will most likely require making changes to how we close and release repositories as the APIs are not 1-to-1 match. We can get some inspiration from the gradle-maven-publish-plugin.
