In order to flag occurrence records that fall outside (possibly with a buffer) from IUCN ranges, we need a local lookup service. This should support buffering e.g. to a record falls within a range, within 5KM* of a range, 25km of a range or outside.

@andrewrodrigues is the GBIF liaison for this.

This probably needs a new API, since it ought to know the taxonKey in order to return a useful (and not "everything") response.
