"No suggestions" in suggest filter communicated more clearly

Sometimes, our suggest filters display the message "No suggestions" because additional filters are applied, leaving no results with a filterable value for that specific field.

The "No suggestions" message does not communicate this clearly and could be misinterpreted as some sort of error.

Currently, on gbif.org, filters with no suggestions simply open as empty accordions, which feels like a bug. Try adding a programme filter on https://www.gbif.org/resource/search?contentType=literature&publisher=Routledge

@dnoesgaard , could you propose a clearer message for users?

Mortens example: "There are no records with this field filled for the given filter."
