Customer Viewed Timestamp does not equate to chosen timezone settings.

"Customer viewed" timestamp seems to be ignoring the Time Zone settings.

For example;

If this customer viewed this three hours ago, then they should have viewed it in the 1600-1700 range.

We can't reproduce the issue. Maybe it's related to #4674
