This needs to be implemented.

Terminated accounts:

• Cannot be deleted from the database, for data consistency sake. We can't delete sponsorship, and payments history, for example.
• It follows that they must still be browseable. So the user profile page must work, but only displays screenName, related issues/offers, and a big "account disabled" label.
• Cannot receive emails of any sort, ever.
• Cannot login, obviously
• Cannot be sponsoring or working on any issues.
• May be reactivated later (manually) per user request.
• Must send a nice Goodbye/Come back soon email to the parting user.
