Support flashing of SPI memory in ARC development systems

Allow OpenOCD to write into SPI memory in EM Starter Kit device. OpenOCD already supports many NOR/NAND devices.

Implementing this feature will allow users to change program images in EM Starter Kit without proprietary software.
