Windows LifeCycle docs unclear #13175

Describe the problem
On the linked source page it is unclear in which file the recommended fix should be made. In my Flutter desktop app I have two possible candidates that has a function signature closely resembling the docs:
- windows/runner/flutter_window.cpp
- windows/runner/win32_window.cpp
Expected fix
Please state in which file the fix should be applied
