Switching from iOS simulator to emulator - hot reload continues on iOS simulator

Steps to Reproduce

1. Open Android Studio (Pixel for me). Run app. It hot reloads just fine.
2. Open iOS Simulator. Run app. Hot reloads just fine.
3. In device selector, switch back to the Android device
4. Hot reload no longer works, even if we restart the app.

Specifically, I think this is a UX issue; the device selector indicates which device will be targeted when running an app. With multiple applications running however (on separate devices), users may naturally assume that the selector indicates which device is active in terms of receiving reload focus.

The current mechanism to switch the 'active' running application is two switch the application tabs in the Run tool window (or the Debug tool window for a debug launch).
