"Run" button icon and tooltip is confusing

Steps to Reproduce

This was first observed in one of the animation study sessions, and then encountered by @Hixie today. P3 in the study did not know the Run button can restart the app after the initial run. He always stopped the app and than ran it again, which was much slower than restarting the app.

It would be helpful to change the icon of the Run button to make it match the Restart button down in the lower panel of IntelliJ. In addition, the tooltip of the Run button should match the tooltip of the Restart button when it's in the Restart mode. You can see the inconsistencies below:
