Keyboard navigation of tabs/splits

We need to implement keyboard shortcuts for navigating between tabs and split windows.
- Ctrl-Tab should open a dialog with tabs ordered by last focus, regardless of what window or split it's in. Continual presses should navigate through the list.
- Something should move left/right in the current split
- Something should move left/right/up/down to navigate between splits
