layer compatibility for dunfell

I've been using zeus in my work to update the images herein to use wic. I was expecting to have this done before the dunfell release but that didn't really work out. I'm going to be rebasing this on to dunfell and will get the supported release metadata updated once I've verified basic compatibility with existing recipes.

I started a new job today so this may take a bit longer than usual.
