Bug: Modifier key tooltip for mouse drag action only changes when the cursor is moved

Description

If I want to chanage the action when dragging to move, rather than copy, a group of selected files, the tooltip that pops up at the cursor only changes when the cursor is moved, rather than when the shift (or other modifier) key is pressed or released.

Steps To Reproduce

1: Select file or files
2: Drag to trigger the tooltip
3: Press modifier key, such as shift or ctrl, but do not move cursor
4: Move cursor and tooltip changes
5: Release modifier, but do not move cursor
6: Move cursor and tooltip changes back

Steps to fix

• Modifier key should change even without moving the cursor

I can't fix this bug. Editing the caption after it is displayed does not work. I tried several ways, without success. It seems that it's not possible in WinUi3, but maybe I missed something. I say no more about my attempts not to influence other developers who try.

Does x:Bind not work?

No because it is a text that must be given to the DragEventArgs parameter received by the DragOver event. You must modify the e.DragUIOverride.Caption string. But keeping the instance to change it later doesn't work. DragEventArgs contains Modifiers which is the key used when dragging, but DragOver is not triggered when Modifiers change. So we can't use x:Bind.
