Sufficient resources have been secured to supplement F3 engineering resources to be able to tackle #803

Why Important

#803 is an ambiguous and non-trivial effort. It will require at least two people deeply knowledgeable of the F3 project and the surrounding Filecoin protocols to iterate closely to propose a realistic design in a FIP.

Notes

1. The reasons for creating this issue are:

• Give visibility that we're we're looking for help
• Ensure it gets talked about when looking at the f3 standup board.
