CI Postgres plv8 image hosting

## Background

The docker image of Postgres with plv8 support takes longer than is reasonable for CI to build. Currently CI is pulling from an image hosted on my personal dockerhub account.

## Acceptance criteria

The Postgres docker image supporting plv8 is pre-built and hosted in / pulled from the appropriate GCP container registry for use in CI and production.
