Update the documentation.

First of all, need to update the Makefile.

Current:

.PHONY: docs-live
open-docs:
	mkdocs serve

Error:
make: Nothing to be done for 'docs-live'.

It should be:

.PHONY: docs-live
docs-live:
	mkdocs serve

Still make docs-live won't work due to some configuration issue.

make docs-live


mkdocs serve
