It looks like you have an old version of the NPM that doesn't support npx at all. You can check your npm version using npm -v command. Upgrade to the latest version of npm, and I would also recommend you to install the latest Node.js LTS version before upgrading.

npm install -g npm@latest

If this still doesn't work, install npx globally.

npm install -g npx
