Describe the bug

Hey y'all should double check the formatting across all headers because sometimes it looks like both words are capitalized and sometimes it looks like only the first word is capitalized.

  3. Scroll down to '...'
  4. See error

Expected behavior

I expect you to edit the headers.

Fixes ethereum#14884

Update header formatting in `public/content/community/online/index.md` to ensure consistency.

* Change all headers to have only the first word capitalized.
* Update specific headers such as "Listing Policy" to "Listing policy", "Eligibility Criteria" to "Eligibility criteria", and others to follow the same format.
