[DOCS] Include tutorial for changing proposer address #1481

Description
For chains using permissioned fault proofs, changing the proposer address within the L1 smart contracts is an important workflow on which we should provide some guidance.
Some ideas where we could place this content:
- A new section in the proposer configuration page
- A new section within rollup operations
- A new section within tutorials
- Or we could create whole new pages under Chain Management for managing the proposer and the batcher (ticket for batcher here).
I am partial to the last option.
Acceptance criteria
Some basic steps in the docs illustrating how to update the proposer address.
User stories
This documentation will allow chain operators to update the proposer address for their chain without having to contact dev support.
