How to reproduce

Preconditions: admin has at least one prompt

Steps:

1. by user create publication request ( for chat, prompt or app)
2. by admin open DIAL and select publication request
3. hover over any prompt in side panel and click 3 dots
4. view options of context menu

Actual result

use prompt option is available

Expected result

use prompt option should not be available if publication request is selected and displayed on central part of screen
