Unable to send MP4 video saved by WhatsApp from Photos library

Steps to reproduce

1. Press + in a room and then choose "Photo & Video Library"
2. Select an MP4 video
3. Instead of seeing the usual video preview view you instead see a blank preview for a JPEG:
   
4. Press Send
5. Get an error and the video fails to send
   

Outcome

What did you expect?

To be able to preview the video and then send it.

What happened instead?

I got an error.

I've done some more testing. The problem appears to only apply to videos that WhatsApp has saved to Photos (I have it configured to auto add media to Photos).

This is completely reproducible but it feels like a WhatsApp problem. The reported types don't contain any videos:

I found a similar report online which points to it being an iOS17 only issue.
