1. In section 1, the draft says "In that announcement, NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN) to establish a process to deliver a proposal for transition."

I think that it would be better to include the full mandate, and to say: "In that announcement, NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN) to establish a process to deliver a proposal to transition key Internet domain name functions to the global multistakeholder community."
