"Report an issue" link points to docs-content repo, not docs-builder #1066

Describe the bug

"Report an issue" links in every docs-builder doc point to docs-content, not docs-builder. The "Edit this document" link is fine.

Expected behavior

The link should open an issue in this repo.

Steps to reproduce

  1. Go to any doc in https://docs-v3-preview.elastic.dev/elastic/docs-builder/
  2. Check the "Report an issue" link.

I believe this is correct at the moment - docs-content is responsible for triaging reported issues from the web. The link leads to an issue template that adds the affected document to the report by default. Issue templates are repository-specific, so the alternative would be to add this template to every project that docs-builder uses when assembling all docs.

If you access a doc page for other products, their Report an Issue link will also lead to opening an issue on docs-content.
