[FR][DAC] Consideration: Add CLI commands for deprecate / disable rules

Summary

We should consider adding a CLI command to handle deprecation and disabling of rules. Specifically, this is to better interface with Kibana. This has been asked for in community slack and in the community DaC issue.

This has been differed to be a feature that may be implemented after Beta release of DaC.
