Disable video role id acls in cronjob

Is your feature request related to a problem? Please describe.
We do not need to update the acls of all videos in the queue cronjob as we use the new video id roles of OC 17. These ACL updates significantly slow down the processing of the videos. This is especially critical as all videos have to be processed after the update to version 3. Ideally, this process should be completed as quickly as possible.

Describe the solution you'd like
The video id acls should not be set on all videos in the plugin, if OC 17 is installed and the configuration is org.opencastproject.episode.id.role.access = true in custom.properties of Opencast.

@lkiesow wrote me that in Opencast it is not possible to query from the plugin whether the setting for the video role id is activated.
