Datadog monitoring set up for Codejail Service

Acceptance Criteria:

• Ensure the codejail service and logs/activity/etc appear in Datadog.
• Configure monitoring appropriately.
• Create a dashboard.
• Update the runbook.
• Review Datadog how-to doc for setting up team tag, and any additional action items.

Notes

• https://2u-internal.atlassian.net/wiki/spaces/AT/pages/16385029/Codejail+Errors should be updated.
  • I imagine there are no alerts at this time.
  • This page should reference Datadog, and not NR.
• Some of the updates could happen before codejail is even its own service, and could be updated again once things move.
• The dashboard could have parts that would be useful permanently, and parts that would mostly be useful for the migration (i.e. dark launching).
