- I verified I can reproduce this issue against latest Integration Build of Eclipse SDK
Steps to reproduce
From a fresh installation and clean workspace:
Under the (global) Eclipse Settings, go to "XML" and "XML Catalog" and Add a new Element.
Location: /where/ever/some_user_dtd.dtd
Key type: Public ID
Key: sailpoint.dtd
Alternative web address: specify optionally, it does not matter.
OK
Apply and Close.
Create new XML file that references our specified entry:

Eclipse shows all tags and attributes red, as unknown. The DTD entry in XML Catalog does not work as expected, and as it used to in older eclipse versions prior to 2019.
I tried adding an alternative web address to the Catalog element, I tried restarting eclipse and closing and opening the project. The behaviour staid the same, the XML Catalog element DTD is not being used to validate my XML file, it does not recognise it.
I expected: In older Eclipse versions prior to 2019, adding this XML Catalog element was enough to get proper XML file validation and content-assist / autocomplete when typing in the XML file.
But got: Instead now the contents of my XML files are not known, cannot be validated and I get no content-assist. The XML Catalog element is not being used at all.
Tested under this environment:
- OS & version: macOS 15.7.3, Win11 and ubuntu LTS 24
- Eclipse IDE/Platform version (as shown in Help > About): Version: 2025-12 (4.38.0) as well as 2024-03

- I understand reporting an issue to this OSS project does not mandate anyone to fix it. Other contributors may consider the issue, or not, at their own convenience. The most efficient way to get it fixed is that I fix it myself and contribute it back as a good quality patch to the project.
