TCK needs to be updated to current version of Node and Yarn. #561
Description
After hours of trying to get the TCK to install - when using Yarn 3.0.1 - I get the same result as issue #500. Then tried using current Node and Yarn - I ran into dependency issues Bootstrap jquery and popper.js. Final was able to add those dependencies. When I run yarn build I now get an error - digital envelope routines::unsupported.
It really seems like the dev team needs to update the TCK to the latest Node and Yarn.
