dropins folder issue

I'm trying to install c++ dev tools on top of eclipse 4.24.
In the end of install it shows the following error:

An error occurred while configuring the installed items
session context was:(profile=epp.package.java, 
phase=org.eclipse.equinox.internal.p2.engine.phases.Configure, operand=null --> [R]
org.eclipse.platform.ide 4.24.0.I20220607-0700, 
action=org.eclipse.equinox.internal.p2.touchpoint.natives.actions.MkdirAction).
Could not create directory /opt/eclipse-sdk-bin-4.24/dropins.

The issue seems to be similar to this one: https://www.eclipse.org/forums/index.php/t/1102124/
Obviously the eclipse IDE running under regular user has no write access to /opt/eclipse-sdk-bin-4.24/ folder.

BTW, I have another installation of Eclipse 4.13 without any issues with C++ dev tools.
The folder /opt/eclipse-sdk-bin-4.13/dropins/ does exist, but empty.

I managed to solve the issue by creating /opt/eclipse-sdk-bin-4.24/dropins/ folder manually (using a privileged user account). Maybe the lack of the "dropins" folder is a quirk of the package manager.
